Cllr Gillian Campbell, Blackpool Council cabinet member for housing and public protection, said:
As a council we have done a great deal of work to educate businesses in this sector about checking identification, protecting young people and ensure they comply with legislation.
This includes carrying out our own test purchasing operations in conjunction with the NHS and the police and proactively issuing DVDs to businesses to educate them on these issues as well as a number of other measures.
It is disappointing, therefore, to find out that some businesses have failed test purchase operations, particularly as previous test purchase operations have shown positive results.
