Another 49-year-old man arrested in Coventry in December did answer his bail and has since been re-bailed to a later date.
A 51-year-old woman detained at the same time on suspicion of perverting the course of justice also remains on bail.
At the end of last month, officers also arrested a man aged 49 and a 47-year-old woman in the Coventry area, who have since been bailed.
A £10,000 reward for information leading to the whereabouts of Ms Payne remains in place.
Turkey's Prime Minister Tayyip Erdogan has said the nation could ban Facebook and YouTube, which he says have been abused by his political enemies, after local elections on March 30.
Erdogan is locked in a power struggle with the US -based Turkish cleric Fethullah Gulen, a former ally who he says is behind a stream of "fabricated" audio recordings posted on the internet allegedly revealing corruption in his inner circle.
"We are determined on this subject. We will not leave this nation at the mercy of YouTube and Facebook," Erdogan said.
He added that the possible barring of these sites was included in his planned measures.
Investment company Alliance Trust has signalled a possible move to England if Scotland votes ‘yes’ to independence in September.
The Dundee-based group, which employs 250 people, said it was setting up new companies in England which it could transfer its business to if Scotland leaves the UK.
It follows similar announcements from pensions provider Standard Life and power firm Aggreko, which yesterday warned independence would mean “years of uncertainty” for its business.

A man arrested in connection with the disappearance of a Coventry mother more than 20 years ago is being hunted by police after failing to answer bail.
The 49-year-old man, whom West Midlands Police are not naming, was arrested in December on suspicion of abduction and murder by detectives investigating the disappearance of Nicola Payne in Coventry in 1991.
A force spokesman said: "Police in Coventry are actively seeking a man after he failed to answer his bail yesterday."
18-year-old Nicola Payne disappeared as she walked to her parents' home on December 14. 1991. Her son Owen was seven months old.
Earlier this week officers began searching woodland in the city after receiving "new information". The search revealed "items of interest," according to police.
Ministers have announced a multi-million pound fund to help create jobs and apprenticeships in seaside towns, including areas hit by flooding.
Fifty different projects will share a pot of £27.7m, which the Treasury said would help create 4,000 jobs and 10,000 apprenticeships and training places.
