When the Hillsborough Independent Panel's report was published into the deaths of 96 people at Hillsborough stadium on April 15, 1989, it concluded that the pathologist's determination that all those who died that day were dead by 3.15pm was wrong.
It stated: "In some cases death was not immediate and the outcome depended on events after 3.15pm".
Dr Bill Kirkup CBE, a member of the panel, said that 41 of those 96 who died in the tragedy had "evidence that they had potential to survive after the period of 3.15pm" if the emergency response had been adequate.
Steve Kelly had always believed his brother, Michael had died shortly after the crush began.
Now documents released suggest Michael lived long after that and could perhaps have been saved.
