Suffolk and Essex are two of the worst county councils for job losses, according to figures from the GMB Union.
Between 2010 and 2012, Essex County council shed 7,368 posts, 17.8% of its workforce.
Over the same period, Suffolk County Council lost 5,271, 19.4% of its workforce.
The figures mean Essex County Council has shed the third highest number of jobs of any council in England and Wales in the last two years, Suffolk are fifth in that list.
In total, 2,254,000 jobs have been lost at local authorities since 2010.
