"There's nothing I can do about it, if I could. There's no way I would put up council tax right up coming into an election. It's just that I have to. We've got to look after the people of Norfolk. Not just the vulnerable people but the frontline services are important to me, to you, everybody. We need a road repaired properly, we need our libraries open and functioning properly. We need our fire service to work for us, we need our recycling centre open. All these are important"

– Cliff Jordan, Leader. Norfolk County Council
