Bedford Mayor Dave Hodgson says he is "absolutely gutted" that the police have said no to erecting a big screen in the town should England make Sunday's World Cup final.
The Three Lions take on Croatia tonight for a place in the final against France.
Writing on Facebook Mr Hodgson said: "They have said that commitments such as officers being sent to look after Donald Trump, support for the Wiltshire force over the novichok poisoning and the River Festival mean they can’t support it.
"It’s desperately disappointing that people here are being denied the chance to come together in that way and cheer England on in what could be our first World Cup Final appearance for 52 years."
The match coincides with the town's River Festival and the Mayor had proposed using the athletic stadium to take crowds away from the river, but they mayor was still told no.
