The former Hull centre back underwent a medical at Carrow Road earlier this week. Turner, arrived at the Stadium of Light from Hull during the summer of 2009 but a knee injury limited his appearances.
Turner moved to the Black Cats from Hull in a £4m deal in 2009. At one he was in line for an England call-up.
He made 32 appearances during his first season with the club, but injuries and the arrival of the likes of Brown and John O'Shea have limited his involvement.
He has signed a two-year-deal with the Canaries the club's website has announced.
