Government to review police cautions

The government has announced it's to review the way police forces deal with offenders.

Monique Carson's welcoming the review. Her home in Chelmsford was burgled in November. The 23-year-old man, who took jewellery and a games console, was let off with a caution.

The Essex Chief Constable says it should never have happened.

The number of cautions handed out in the Anglia region for more serious crimes is higher than the national average, and today the Justice Secretary Chris Grayling admitted that too many people have been avoiding the dock.
