UKIP have began taking seats from the Conservatives on Norfolk County Council.
Fred Agnew has beaten Conservative Tony Wright in Marshland North in the west of the county.
UKIP have also taken Gaywood North and Central from the Conservatives knocking them into third place behind Labour.
There are unconfirmed reports that UKIP are also winning in Dereham South, Breydon and Gorleston St Andrews.
Regardless of the result in Thursday's election, Northamptonshire will have fewer county councils because of boundary changes.
The Tories have been sent a warning in their traditional Essex heartland, losing nine county council seats to a bullish UKIP.
Suffolk County Council has been Conservative-controlled since 2005. On Thursday there were elections for 75 councillors.
