Breckland District Council have called for a review over problems faced by the doctors' surgery in Watton.
Around 1,500 patients are being de-registered because the surgery says it is over subscribed and they live too far away.
Today the council called for NHS England to review rules and guidelines for becoming a dispensing practice and to consider whether they had an impact on recruiting and retaining GPs.
