The Shaddongate Resoucre Centre building in Carlisle has re-opened after extensive work following Storm Desmond in 2015.
The building is now being managed by Cumbria Council for Voluntary Service (CVS).
It is hoped the building will become a hub of activity. Cumbria CVS are asking local groups to also move in to the building.
Cumbria CVS provide assistance to voluntary and community groups on the county.
A new three-million-pound centre will open as part of Healthy City Week in Carlisle.
Work began on the Shaddogate Community Resource and Training Centre in September 2010, with the design of the scheme brought together by Carlisle City Council, Cumbria Constabulary and health and housing services.
New facilities include an IT training suite, leisure and recreational activities, support, mentoring and advisory services and City Centre office opportunities.
The Carlisle City Council scheme has a 'green' design, based on energy efficient construction methods including, rainwater harvesting, low energy lighting and a ground source heat pump.
