Minister proposes insurance levy to pay for flood damage

The Environment Minister, Caroline Spelman, is proposing a general levy on home insurance to help pay for flood damage and defence schemes across the country.

It could add 10 per cent to an average family's bill, even if they live nowhere near a potential flood area.

We asked people in Carlisle what they thought of the scheme.
