The 88 year old, who usually pays his bill through his sheltered housing fees, had somehow fallen short so the council wrote to him to ask him to pay up. The great-grandfather said they wasted more money sending the bill than he actually owed them.
Then, after he travelled all the way to the council offices to pay the bill in person they told him they couldn't accept cash. In the end, Mr Dicken settled the bill by card.
