Leeds has suffered a blow in its bid to be named European Capital of Culture in 2023 after the European Commission said that a UK city cannot hold the title.
Last month Leeds City Council submitted its bid and outlined plans for a year long programme of events.
However it is believed that the European Commission has written to the government saying the applications from all UK cities will not be considered.
A decision had been expected next week.
The team behind the Leeds bid has said it is seeking clarification from the Department for Digital, Culture, Media & Sport (DCMS).
