People in Grimsby could be fined for overflowing bins

Residents in Grimsby could be fined for letting their bins overflow as new collections start today.

North East Lincolnshire Council is changing from emptying bins once a week to once a fortnight to save money.

From today people will be given advice about the new arrangements but the local authority says fines will kick in later for repeat offenders.
