Plans by Derby City Council to name and shame shops that sell illicit alcohol and cigarettes have been abandoned because of human rights laws.
Councillors say it's frustrating that they can't alert the public to the potential dangers of these products but they will be prosecuting anyone found to be selling them.
Once a prosecution is successful they can then publicise who the culprits are.
Last month trading standards officers visited 22 shops in Derby.
Half were found to be selling counterfeit alcohol , cigarettes and tobacco.
