The Liberal Democrat MP for Yardley, John Hemming says he will refuse to accept a 9% pay rise recommended for MPs by the Independent Parliamentary Standards Authority.
Mr Hemming said: "I will fight the general election on the basis that I won't take it.
"I am better off than most MPs so I have the flexibility to do that but my concern for MPs of ordinary means is that you need to make sure that you can distinguish against the costs of doing the job and the salary.
"What they're doing now is lumping some of the expenses of the job in with the salary. I think that then misleads people.
"MPs should be subject to the same regime as people in the country as a whole."
Liberal Democrat MP John Hemming has condemned the arrest of a police officer in connection with the Andrew Mitchell 'plebgate' row.
The former chief whip resigned from his post after he was accused of calling police officers 'plebs' outside the gates of Downing Street.
He denies using the word.
It is claimed the police officer leaked false information about the incident to a national newspaper.
