Up to ten thousand Blue Badge holders in Derby are set to lose their free parking in city council car parks.
Currently badge holders can park for three hours without charge, but from 2014, nearly three quarters of them will have to pay.
Derby City Council says the £8,000 saved will help plug the £62 million hole in its budget. But one charity says it's a tax on those with disabilities.
