Figures obtained by ITV News show Guernsey States spent nearly £1 million last year on outside consultants and commissioning reports.
More than £350,000 of this was for a review of Education & Home Affairs Budgets.
The figures were revealed under the Code of Practice for Access to Public Information.
The second largest sum of money was spent on a housing review, commissioned last year, which is yet to be released.
Deputy Gavin St Pier, President of the Policy & Resources Committee, has defended the amount of money spent.
