An independent review has backed plans that would allow major developments to be built on greenbelt land in Alderney.
The States wants to relax planning rules that would see 'strategically important' buildings constructed on protected sites.
The Building Development Control Committee (BDCC) put the policy before an independent planner.
The controversial changes are still up for public consultation.
But Mike Dean, from BDCC, says there would be safeguards in place, such as the use of planning inquiries, which he hopes will ease concerns.
