A council in the North West, that can't be named for legal reasons, is taking legal action over a six-year-old child who was left disabled after her mother drank while pregnant.
Lawyers say it's highly unlikely any women would be prosecuted if the action is successful.
They say it's to help councils seek compensation to pay for medical costs.
