The Liverpool Echo is reporting that the mayor of Liverpool is seeking legal advice on pulling out of a new combined authority for Merseyside after other council leaders vetoed him as chairman.

The paper reports Mayor Joe Anderson and Sefton boss Cllr Peter Dowd had not arrived at the meeting before the vote was taken to appoint Wirral Council leader Phil Davies as chairman.
