A lack of opportunities, poor parenting and a lack of confidence in the police - those are the findings of a report into what caused last summer's riots.

Thousands of people took to the streets of London during the disorder in August to steal - and make trouble.

And with so many young people invovled, a panel has recommended that families should be given more help to prevent the same thing happening again.
