Report calls for four-runway airport

London needs a four-runway airport at either Heathrow or Luton if the UK wants to compete with Europe, according to a report by a think tank.

The Policy Exchange study says Boris Johnson's preferred option of a new hub airport in the Thames Estuary is not practical.
