Health inspectors have found that the A&E department at an Essex hospital is still failing to provide adequate care for patients.
A report from The Care Quality Commission found that some patients at Queen's Hospital in Romford had to wait more than 11 hours to be transferred to other parts of the hospital.
During visits in November and December last year, inspectors did find improvements had been made in maternity care - but in other units, some people were being cared for on trolleys not beds.
Matthew Trainer is the Deputy Director of the Care Quality Commission.
The Chief Executive of the hospital Trust gave us this statement:
"We fully accept the findings of the Care Quality Commissions report, and would like to apologise to any patients, carers and families who may have experienced poor care.
"Improving performance in our emergency departments is the biggest challenge that we face, and is the area that is receiving the most attention from all parts of the organisation.
"We are still a long way from achieving the A&E performance target, but there have been definite improvements since the CQC inspectors visited in November and December."
