Items belonging to 52-year-old Stephen Jones were discovered on the beach off Western Esplanade at lunchtime on Friday, 30th August 2012.
A missing person investigation was launched, including the Maritime and Coastguard Agency, the Royal National Lifeboat Institution and Essex Police, but it was not clear whether Mr Jones entered the water or not.
Police are now turning their attention to a series of ATM transactions in Sussex in a bid to find out what happened to him. His cash card has been used at post office ATMs in Brighton on three separate days in September. He is known to lead a nomadic life.
An Essex Police spokesman said: "At this stage, we’re not sure whether Stephen entered the sea or whether he has left Essex to continue with his life. We’re asking anyone who may have seen him to contact us so that we can provide his family with some substantial update.”
