A group of headteachers from the South - who teach children with special educational needs - are speaking out on school funding saying the situation has never been this bad.
They say their pupils are being shortchanged - and special schools are in crisis - those in West Sussex particularly hard hit.
At Oak Grove College in Worthing - they get an average of £16,268 per pupil per year to spend. In London the median income per pupil is £30,389.
The government says the figures aren't comparable - and it IS investing more. Our Social Affairs Correspondent Christine Alsford reports.
