London Mayor Boris Johnson, who opposes any Heathrow expansion and favours a new airport in the Thames Estuary, fears that the cabinet reshuffle signals a shift in policy by the government.
However, in Prime Minster's questions David Cameron said he won't break a manifesto pledge of no third runway at Heathrow.
But there are fears that the policy may change if the Tories win the next election and change their manisfesto plans for the next parliament.
