The Shadow Education Secretary Stephen Twigg has been speaking out about this year's GCSE results after meeting Head Teachers in Southampton.
The proportion of teenagers in England achieving at least five grade Cs at GCSE is down this year official figures show.
Teachers unions say the fall of nearly half a per cent fall is a result of the marking of this year's English exams, which saw the grade boundaries change between January and May.
But the exams regulator says the results are fair.
