The Leader of Portsmouth City Council has apologised for traffic problems caused by work on the M275 at the weekend.
A number of motorists had to abandon their cars because it was impossible to get anywhere. Cllr Gerald Vernon-Jackson, said all parking fines issued on Saturday June 29 will be cancelled as a result.
