Horse riders could become crime-fighters after Hampshire police announced it can no longer afford to patrol rural areas. Volunteers from Hampshire Horsewatch will cover parts of the countryside, but they will only have the same power of arrest as citizens.
The Police Federation has criticised the scheme claiming that volunteers, wearing high visibility jackets, are being put at risk. Andrew Pate reports.
