Hampshire Police have charged three men and a woman in connection with the supply of class A drugs.
It follows an investigation into the supply of illegal drugs as part of the Operation Fortress campaign.
Lyn Brownsea, 36, and Adrian Twining, 48, both from Basingstoke, Hassan Ocloo, 20, from Hanwell and a 16-year-old boy from London have been charged with the supply of heroin.
Ocloo was remanded in custody by Basingstoke Magistrates, the 16-year-old was released into the care of the local authority and Twining and Brownsea were released on bail.
All are due to appear at Winchester Crown Court on January 15.
