James Welch, legal director for human rights group Liberty, said:
Stuart Lawrence's solicitor Imran Khan said the police complaint related specifically to the occasion when he was stopped at 5.20pm on 16th November.
Scotland Yard is expected to refer the case to the Independent Police Complaints Commission (IPCC).Lawyers hope the complaint can be resolved out of court.
Mr Khan added: "We are delighted that they (Scotland Yard) are pursuing it so quickly."
