I want to pay tribute to our friend and colleage Paul Goggins MP. He was one of the kindest and most decent people in this House and he was someone of the deepest principle.
It shone throughout his career: social worker, councillor, MP and minister. It is the measure of the man and his ability that he earned the respect, trust and affection of all sides in Northern Ireland.
