A stretch of the seafront at Saltburn in Cleveland, was cordoned off while armed police and the bomb squad dealt with an incident involving a woman and a suspicious package.
The woman was arrested at around 8pm yesterday.
Fire brigades and ambulance crews were standing by as Cleveland Police said they were concerned for the welfare of the woman.
Eyewitnesses say a woman was seen lying on the ground with a ruckasck next to her. Armed police sealed the area off around the town's pier.
Police negotiators were called to the scene floodlights were erected. Police received calls from the public expressing concern about the woman's behaviour at 11 o clock this morning.
