Plans which could create 3,000 construction jobs and 845 new homes are being discussed by councillors on Teesside.
Developer Chris Musgrave, who rejuvenated the former Samsung plant at Wynyard, is hoping to transform the former Navy Depot at Allens West in Stockton into a housing complex.
The plans also include a 60-bed care home, and shopping and community facilities. He has been approached by the company running the former stores under administration.
The 100-acre site in Eaglescliffe dates back to the 1930s when it was set up for the War Department, and was sold by the Ministry of Defence fifteen years ago.
Councillors in Stockton have previously granted permission for homes to be built on the site but no developments have taken place.
Members of the Planning Committee are meeting this afternoon to decide whether the latest proposals can go ahead.
