Newcastle City Council says it is dealing with cuts by making money through its own businesses.
Mark Lamb, horticultural services manager, says the target from the council-run flower nursery is £142,000 in new income. The amount would be the equivalent of 5 jobs. They are looking at offering a tree surgery service for big landowners, or even down to cutting people's trees.
Northumberland County Council says its goal is to safeguard jobs.
“We are simply having informal discussions with a range of potential partners on how we can deliver services more efficiently...but we need to be clear that this is only one of many options we are considering."
