More than 22,000 fly-tipping incidents were reported in Newcastle in 2010-2011, an increase of more than 3,000 on the year before.
That's the highest number of fly-tipping cases in the North East. 64,000 incidents were reported across all 12 North East councils, 10,000 up on the previous year.
The Environment Agency says it is costing the country up to £150m a year to clean up.
