"What a shambles, what a mess"
Rail franchises in the region could be controlled by local councils in future.
The idea has come from the Commons' Transport Select Committee following confusion last year about who would run the West Coast main line.
But rail unions say allowing councils to choose who runs the routes would make little difference.
