Dr Vicky Pleydell, Chief Clinical Officer for Richmondshire and Whitby Clinical Commission Group (CCG), says proposals to change children's and maternity services at the Friarage Hospital will make the unit "safe".
The organisations which run the hospital say they are concerned that doctors will not be able to retain clinical skills because not enough people are using the services.
