The New York Governor Andrew Cuomo has said that Hurricane Sandy has cost the state $33 billion (£20.7 bn) in damage and economic loss.
Speaking in a televised update, he instructed residents to photograph and get rid of damaged goods instead of keeping them as evidence for insurance companies.
He said there was a risk that excess debris in the streets could become "additional projectiles" in high winds.
