Foreign Secretary William Hague said the British Government "deeply regrets" the conflict between Hamas and Israel.
Mr Hague added that "Hamas bears principle responsibility" for the crisis and called for them to "cease attacks immediately".
In a speech at the Foreign Office, Mr Hague said it was "imperative to avoid an escalation of violence" in the region.
Today's bombing in Tel Aviv is reminiscent of six years ago and could mark a serious escalation in the conflict.
