Labour's Shadow Business Secretary Chuka Umunna has branded the PCC elections a "comedy of errors."
Speaking on ITV's Daybreak, he said: "It's been a total shambles. The money that's been spent on it could have been spent on 3,000 police officers.
"If you're going to have the elections, organise them properly, organise them at a decent time of year.
This unique experiment in democracy won't be remembered for the first police commissioners, but for how little it caught voters' attention.
