A draft declaration by members of the Friends of Syria group has recognised the Syrian opposition coalition as the legitimate representative of the Syrian people.
It also warns that any use of chemical or biological weapons by the Syrian military will result in a "serious response".
The Friends of Syria are meeting in Marrakech, Morocco to discuss the ongoing conflict in Syria.
