The Police Federation is disappointed at the decision to lower starting salaries, but acknowledges that the Home Secretary has honoured the process.
It says it will continue to engage on the issue.
Greater Manchester Police Federation tweeted:
Racting to the PAT ruling by the Home Sec, chairman Ian Hanson said: "The decision to ratify a £19K starting salary is very disappointing."
