'Biggest special needs system shake up in 30 years'

Radical reforms will be announced today to services for vulnerable children, as well as proposals to allow parents to share leave to look after their newborn baby.

The Government plans to transform the Special Educational Needs system, in what children's minister Edward Timpson described as the "biggest shake up to the special needs system in over 30 years."

He told ITV Daybreak that the Government were trying to "break down barriers" for parents of a special needs child.
