The Government is looking at ways to try and persuade Romanians and Bulgarians that Britain isn't the best place to head to next year when the entry rules change.
The Immigration Minister Mark Harper has told ITV News the Government is looking at making immigrants from the EU have a residency permit and register for access to public services.
It's certainly an idea we are looking at. Some other EU countries already have a mandatory register for access to public services and we're looking at the costs and benefits to see if its sensible.
The Prime Minister admitted today benefits, the NHS, housing and legal aid would be looked at.
All to ensure Britain isn't seen as a soft touch, he said.
