A United Nations report into the crisis in Syria has found that both government forces and rebels are committing war crimes, including killings and torture.
The report said rebel snipers are causing "considerable civilian casualties", while government forces are perpetrating mass killings, shelling cities, bakeries and funerals which is aimed at "spreading terror."
