The driver of a speedboat which killed two members of the same family as it raged out of control in Cornwall was not attached to a safety device designed to cut power in an emergency, an investigators' report concluded.

Man hailed a 'hero' for stopping Padstow speedboat

Devon waterskiing instructor Charlie Toogood has been hailed a hero after he leapt into a speedboat that lost control in Padstow, killed two family members and injuring four more.

Mr Toogood turned off the speedboat's engine and stopped it from causing further harm.

Nick Milligan, 51, and his eight-year-old daughter were killed in the accident. Four other members of his family were taken to hospital with two suffering "life-changing" injuries.
