Former Ofsted inspector John Bald told Daybreak that mistakes were made a few years ago when Ofsted moved from "having a proper inspection to looking at data too much."
He said: "There's too much paperwork, paperwork in schools is ridiculous at the moment."
A report today has called for an end to Ofsted, favouring reviews made by parents and teachers.
